A Look at Limited Access Programs

The North Pacific Fishery Management Council will continue to consider a LAPP, or Limited Access Privilege Program, for the owners of vessels that have fished for Pacific cod in the Bering Sea and Aleutian Islands with pot gear. LAPP programs, also known as "catch shares" or "rationalization" are already in place in fisheries like Bering Sea red king and snow crab, halibut and sablefish. They pre-assign a percentage of the yearly TAC, or Total Allowable Catch, to the owners of individual vessels, with the level set according to the vessel's catch history...
