Baesler's Market, a fifth-generation grocer, is one of thousands of retailers across the country thrust onto the front lines of the Trump administration's effort to overhaul the food-stamp program. Beginning last year, the administration has sought to strip soda and junk food from the program by encouraging states to restrict what food-stamp recipients can buy.
