NOAA Finalizes Aquaculture Opportunity Areas in Gulf and California Under Trump Mandate

The National Oceanic and Atmospheric Administration (NOAA) has designated 13 Aquaculture Opportunity Areas (AOAs) totaling more than 21,000 acres in federal waters of the Gulf of America and off the coast of Southern California.

NOAA said the latest AOAs fulfill President Donald Trump’s 2020 Executive Order, ‘Promoting American Seafood Competitiveness and Economic Growth,’ and his more recent 2025 Executive Order,  'Restoring American Seafood Competitiveness.’

“These areas will strengthen the nation’s seafood industry, reduce reliance on foreign imports, and create high-quality American jobs,” NOAA Fisheries said in its...

Record Prices and Tariff Pressures Challenge the US Scallop Complex

The scallop market in the US has faced continued challenges in 2025. Low domestic landings continue providing upward pricing pressure, while potentially constrained availability from Canada adds to tight North American supply. A similar scenario played out in 2024, when many market participants turned to Japanese product as a quality substitute for domestic shortfalls.

However, several factors have complicated Japanese product as a supply solution this year. Fishing effort along with overall offers from Japan have been reported as light due in part to lower landings and smaller sizing...

Western Pacific Council Pushes for Tougher Standards on Seafood Imports

Western Pacific fishery managers are pressing federal regulators to crack down on seafood imports that don’t meet US standards for protecting marine mammals.

At its meeting last week, the Western Pacific Regional Fishery Management Council urged NOAA to strengthen newly finalized Marine Mammal Protection Act Import Provisions, which were published earlier this month in the Federal Register. The Council called for stricter benchmarks when reviewing foreign fisheries and requested a transparent process that allows for public and stakeholder input...

Two-thirds of the way through the Pacific Halibut season, coastwide landings — from Alaska through British Columbia and the US West Coast — as of September 15 are only 57% of the annual quota.

The 2025 quota for commercial, recreational, and tribal limit was 23.8 million pounds, some 15.8% less than the annual quota for 2024.

ANALYSIS: Shrimp Wholesale Momentum Slows as Retail Pass-Through Remains Uncertain

The recent uptrend in US wholesale shrimp prices has lost momentum over the past few weeks. Several offers have retracted from the initial spike — a pattern similar to what happened after the April hike, when wholesale levels slowed sharply from mid‑May through June. Replacement costs, however, remain high and are unlikely to fall in the near term; if retailers do not pass those costs to consumers, we should expect further margin compression...
