US Trade Policy Shifts After IEEPA Loss; Seafood, Rice Targeted in Section 301 Investigations

US Trade Representative Jamieson Greer said the Supreme Court’s ruling against President Trump’s use of the International Economic Emergency Powers Act (IEEPA) affects only “one element” of the administration’s trade strategy.
Greer added that the administration remains committed to implementing Trump’s trade policy, noting it was one of his core campaign messages. The administration has warned for months that if courts struck down Trump’s reciprocal tariffs, he would use “alternative tools.”
