Last August, after the U.S. Customs and Border Patrol (CBR) began issuing Notices of Penalty to Kloosterboer International Forwarding (KIF) and other companies for using a 100-foot railway to comply with a Jones Act waiver on shipments from Alaska to the East Coast, KIF filed a complaint against the CBR, insisting they were compliant.
