New Bedford's Sector IX Sends New Proposal to NMFS in Attempt to Regain Operating Status

The Board of Directors of Sector IX, under which Carlos Rafael operated his groundfish vessels in New Bedford, has sent a letter to NMFS asking to reinstate their operating license.
Their license to operate was suspended as a result of facts that came out during Carlos Rafael’s guilty plea and subsequent sentencing for falsifying catch records and hiding illegal catches of certain species. The sector was accused of being negligent in its reporting and oversight, and was told it could no longer operate until it developed more reliable oversight and reporting, and also provided an accounting for the illegal fishing done by sector vessels owned by Carlos Rafael.
The proposal made by Sector IX is for a relatively small fine, to be paid into the sector by Carlos Rafael...
