Hawaii Longliners Paying for Fishing Bigeye Rights in U.S. Territories

A recent story in Honolulu Civil Beat reports that Hawaii longline fishermen are going over their bigeye tuna quota by purchasing fishing rights to access fish in U.S. territories.
However, the purchase of those fishing rights are well within established rules and regulations under the Western Pacific Fishery Management Council and the National Marine Fisheries Service.
