A federal bill, if passed, would eliminate Hawaiian sales of all billfish except swordfish to the mainland U.S.
The Billfish Conservation Act of 2012 has not been implemented yet but that hasn't stopped recreational organizations from trying to close what they see as a loophole.
Under S. 396, which passed the Senate in October 2017 and was referred to the House, all landings of billfish such as blue marlin landed in Hawaii (and other Pacific Insular Areas) ...
