WTO Rejects Vietnam's Challenge to Shrimp Duty Rates

The World Trade Organization's Appellate Body has ruled against Vietnamese shrimp exporters in their challenge to the Department of Commerce's use of "zeroing" to calculate anti-dumping duty rates on shrimp shipments sent to the US market.
Vietnamese exporters took issue with how Commerce settled on final duty determinations in the fourth, fifth and sixth administrative reviews conducted under the shrimp anti-dumping.
Namely Vietnam challenged: the USDOC's "simple zeroing methodology" as applied in administrative reviews and Commerce's practice with respect to the rate that is assigned to certain producers/exporters that operate in non-market economies...
