Why Vietnam's exported shrimp duty rates were higher than Thailand and India

Back in September the Department of Commerce (DOC) levied Vietnamese shrimp exporters their highest antidumping duty rates ever. Top exporter Minh Phu Group was assessed a final rate of 4.98% while Soc Trang Seafood Joint Stock Company (a/k/a Stapimex) was give a 9.75% for with 30 non-selected Vietnamese exporters handed a 6.37% decision. These rates were notably higher compared those of Thai and Indian exporters and the decision had many in the industry wondering what prompted Commerce’s final judgment for the Vietnamese.
Calculating duty rates is a complex process. For years the DOC used a method called "zeroing" that ignored all sales by a company at higher prices, and only counted the prices the DOC judged were below cost, even if the overall average of all prices would have resulted in no duty...
