Live cod has not taken off in Norway as expected

This year the Norwegian government gave a 50% special bonus quota to those who landed live cod. That meant if you harvested 100 tons of live cod, you would be assigned an additional 50 tons.
The overall bonus quota was set at 4000 tons, meaning that the total harvest could have reached 12,000 tons.
However a lack of storage capacity and little additional demand over last year has meant that most of this quota has gone unused, with the government reporting only 1694 tons allocated to bonus.
This figure is significantly lower than the fisheries minister wanted..
