City of Monterey Looking to Buy Quota Rights from Local Fisherman

The California city of Monterey is looking to purchase the fishing rights to 880,000 pounds of fish from local fisherman Giuseppe Pennisi.
City manager Mike McCarthy told KSBW that the city is prepared to pay $583,000 for the rights out of fear that an organization outside of the area would buy the stock and push out local fishermen.
