NOAA Issues Rule For Comments to Correct Processing Cap Problem with Bairdi Crab

NOAA has published in the Federal Register its proposed rule, adopted by the N. Pacific Fishery Management Council, that would exempt Bairdi crab from processing caps.
Currently Bairdi Tanner Crab is fished under an Eastern quota (EBT) and a Western quota (WBT) and under previous rules, both quotas were subject to processing caps, that limit any single processor to 30% of the total harvest, even if they are doing custom processing.
There are currently 3 processors - Trident, Unisea, and Westward/Peter Pan - each under a 30% use cap. When the fishery was first rationalized, there were 5 processors...
